Tenth Amendment Center: Washington Committee Passes Bill to Legalize Home-Grown Marijuana Despite Federal Prohibition

(Jan. 28, 2020) – Last Tuesday, a Washington state House committee passed a bill that would expand the state’s marijuana laws to allow home cultivation of cannabis despite continuing federal marijuana prohibition. A bipartisan coalition of 10 representatives introduced House Bill 1131 ( HB1131 ) last year and it was carried over to the 2020 legislative session. The bill would allow individuals over the age of 21 to grow up to six marijuana plants in their homes. There would be a limit of 15 marijuana plants in any single residence. Recreational marijuana has been legal in Washington since 2012, but home-grown cannabis remains illegal under state law. Tenth Amendment Center: Wisconsin Assembly Passes Bill That Would Set Stage to Expand Healthcare Freedom

(Jan 27, 2020) – Last Tuesday the Wisconsin Assembly passed a bill that would facilitate healthcare freedom outside of government insurance regulatory schemes. Rep Joe Sanfelippo (R – New Berlin) and a large coalition of Republican cosponsors introduced Assembly Bill 26 ( AB26 ) in February. The legislation specifies that direct primary care agreements (sometimes called medical retainer agreements) do not constitute insurance, thereby freeing doctors from the onerous requirements and regulations under the state insurance code. The bill also includes provisions defining direct primary care agreements and establishing modest requirements. AB26 passed the assembly by a 61-36 vote . According to  Michigan Capitol Confidential , by removing a third party payer from the equation, medical retainer agreements help both physicians and patients minimize costs. ...from Tenth Amendment Center Today in history, on Jan. 25, 1787, the largest confrontation of Shays’ Rebellion, outside the Springfield Armory in Massachusetts, resulted in the killing of four rebels and the wounding of twenty. It was the culmination of a financial conflict between veterans of the War for Independence and the republican government of Massachusetts. A debt crisis, which was widespread throughout most of the states, sparked the outbreak of Shays’ Rebellion. Many soldiers that served the patriot cause were paid in bonds that became near worthless by the war’s conclusion. Among them was Daniel Shays, who was wounded in action and retired only to find himself in court for the nonpayment of debts owed to creditors. Shays recruited a group of 4,000 followers, who refused to pay taxes to Massachusetts and staged and uprising against the government. That principle was clearly reflected in the monetary system that the Constitution established when it called the federal government into existence. Our ancestors didn’t trust government officials with power. They believed that the greatest threat to their own freedom and well-being lay not with some foreign regime but rather with their own government. They understood that historically most people had lost their freedom and prosperity at the hands of their own governments rather than at the hands of some conquering foreign power. That was why the American people lived for more than a decade under the Articles of Confederation, a governmental structure that provided for a federal government with extremely weak and limited powers.
